Train (trenitalia.com) won't necessarily get you to the smaller towns and villages but the island has three bus operators, SAIS (saistrasporti.it), Interbus (interbus.it) and AST (aziendasicilianatrasporti.it). They should get you to all the places you might want to visit. Although Catania is a fascinating city, Syracuse is far more relaxing and pleasant and big enough to offer a good array of dining and accommodation.
